The basic rule of thumb is when in doubt, shoot me a message. It's completely okay to comment here; I'll answer ASAP.
Fourth wall breaking: Go for it (just remember that he doesn't look a lot like original Chekov!)
Threadjacking: Absolutely.
Backthreading / backtagging: Forever! I may cut it a bit short if there's a lot going on and hopping around in time is confusing me.
Random: Please don't correct Chekov on things he would likely know if I get them wrong? I'm not a Russian genius from the future. Like, remotely.
Mindreading: That's fine; I'd appreciate a warning in advance.
Fighting: If it happens, it happens--no warning needed. Chekov's not a great fighter, so I don't think he'll hop into any brawls.
Injuring this character: Minor injuries are fine and dandy, but let me know if you want to break bones or otherwise maim.
Intelligence: Being freakishly intelligent is his thing! Don't, like, have your character beat him at chess or something without asking me, okay? (Seriously, he's good at chess.)
Romance: I'm not so great at writing it, but I don't mind if you don't! Flirting is a-okay, too.
Ships: Not really. I'm pretty open.
Sex?: Probably not? I don't mind if it happens, but it's not something I'm eager to play out. Huge fan of fading-to-black here.
Non-consensual / dub-con: Ask me if you want to go anywhere NEAR this.
Orientation: As far as he knows, he likes the ladies. In my head, he's open to anything as long as it's ~true love~ or something.
Physical contact: Go for it!
Is your character physiologically different from a human in any way? Nope. He's a plain old human.
Can your character's presence or aura be noticed by other characters, and how would it look/feel to them? Sure. Send me a message if you want to know what it'd be like at a specific time. Generally, I'm thinking he'd have a light, sunshiny presence. Warm, bright, robust. Perhaps in a yellow...
